Council-Manager Form of Government

The City of Port Huron operates under the council-manager form of government. In this system, the Mayor and City Council serve as the City’s legislative and policy-making body, while the City Manager acts as the chief administrative officer, responsible for implementing Council policy and overseeing day-to-day operations.

The City Manager provides professional management expertise to the Mayor and Council, offering analysis, policy alternatives, and recommendations to support informed decision-making. Working with department heads and staff, the Manager ensures the equitable delivery of City services and coordinates public and private resources to address community needs.

Additionally, the City Manager enforces laws and policies adopted by City Council, prepares and administers the annual budget, and supervises all municipal departments. The Manager also serves as an intermediary between residents and City administration, investigating concerns and recommending improvements to enhance transparency, accountability, and service quality across City government.
